prevailing business cultures and legal structures present
challenges that simply do not exist in domestic deals. American
assumptions about the rule of law, basic business principles

Outsourcing to China
For outsourcing to China, we have connections (¡°guanxi¡±) at the provincial and city government levels, semi-governmental investment boards and local professionals in China¡¯s second most populous province, Shandong. Most foreign direct investment is in Southeastern coastal provinces where the cost of doing business has over the years rapidly increased. These areas have become saturated. Unless you are a Fortune 100 company, there will be no red carpet. The ¡°insider¡± knows that there is more value added investing in Northern China (excluding the Beijing area) where the national and provincial governments offer generous incentives to establish operations. Labor and transactional costs are also lower than in the Southeastern coastal provinces such as Guangzhou, Fujian and Shanghai; however, communication can be more problematic than in more ¡°developed and westernized¡± areas. Western investment, however, still remains in the relatively expensive cities. There is no need to assume that one has to proceed via Shanghai, Shenzhen or Hong Kong to do procurement on the mainland. We insiders know that there is no additional value to pay such a ¡°premium.¡± If you are outsourcing to China, you should consider investing where the Chinese are investing.
